Pour into the glass in order: 20 ml of Blue Curacao syrup, 10 ml of passion fruit syrup, 20 ml of unsweetened fresh milk, and stir well.

Put ice into the glass higher than the water level in the glass. Then, pour about 100ml of soda (or 7UP) to nearly fill the glass.
